I have the diagnostic block in the engine compartment, but it doesn't seem to do anything. -- no flashing LED, etc. Is it possible that I have both a diagnostic block and an OBD connector on a '95, and that the OBD is the one that actually works? Or is it possible that my diagnostic block is non-functional?

I am pretty sure my 1995 Volvo 850 n/a was OBD II.

 

Look in front of the shifter by the cubby and Cigar lighter. Do you have a coin holder there? If so then you have OBDII.

 

95 was a split year. Some were ODB-II and some weren't. If you have the coin holder the ODB-II plug is under it. It just lifts right out.

 

I have a 95 too and the weird thing is I have the OBD II port but it does nothing. The under hood diagnostic OBD-I is where I get all my info. Maybe my center console was replaced with a 96+ sometime before I had the car??? Who knows??

 

Certain things can be done from the port on the 1995. Most of the time it is only read engine codes.

But then the rest will be done from under the hood.

 

I have early '95 (production year 1994) and both work.
