California smog test fail

There are the two bolts holding it on, thats it. His finger is on one of them. The only other thing is the tube that attaches to that from the exhaust. Take that off first by using a 21 or 22mm(cant remember) in from the right of the throttle body by the airbox, you may need to take the airbox out to get it off.

So the saga continues.
I ran all code systems and found that I had a bad oxygen sensor so I replaced that and removed the EGR but that was clean and then I took it in for another test. The numbers are all good but he got a little smoke out the exhaust so he had to fail it on that. It's going to a mechanic on Friday to see if he can figure it out. They said it might be running a little rich.

An oil change with "smokeless oil" and it finally passed. The numbers look real good. I will be doing a compression test soon to find out if that was an issue but now I have a year and a half to figure it out. Thanks for all the input. By the way, this place didn't know what was going on with the silicone hose issue of the first guy and they said some manufacturers require silicone hoses around the turbo so I switched back. For what it's worth the regular rubber hoses get to hot and keep sliding off when they are near the turbo.

Will Not Pass
The car may pass But, they will not certify and pass you with DMV. Silicone hoses on the PCV system, and anything off the intake manifold. It is considered a TAMPER EMISSIONS SYSTEM. It's an automatic Fail.

Can't pass Smog in CA with 740GLE 1987 - ideas please
Did you pass CA smog? Can you share your solutions? I failed at 15mph. Ran 91 octane and used GTP in the tank as per mechanic's suggestion, filled tank again to half, ran it up and down the freeway, and went back for retest. Passed 15mph and failed 25mph. So I'm beyond frustrated. Mechanic dude says it runs too too too lean, and that for $$$$ of course he can figure it out, and then maybe fix it for more $$$ . I don't have $$$$. Any ideas are appreciated.

Smog test update
As I said when I started this thread, the first time I took it in it failed the visual but passed the actual test. At that time it just passed the hydrocarbon test at 15 MPH. I changed the hoses and it passed visual but failed the hydrocarbon at 15 MPH. I just took it in for another test and it failed the hydrocarbon test at 25 MPH but passed at 15 MPH.
After the first fail I replaced the plugs, plug wires and coil with red one from IPD and I replaced the air filter.
Does anyone have any suggestions where to go from here. Could it be a bad/plugged EGR valve or burnt exhaust valve or what. I need this car, can't afford a new car, and I think this is fixable but how?
