Default Engine won't turn over after dash swap?

Posted this on Volvospeed as well...

Hopefully someone can help me figure this out:

After a complete dash replacement from a junkyard donor car, my 850R engine will not turn over/start.
I think it is due to the Immobilizer as my keyfob cannot be programmed as it should. My alarm is activated as soon as I turn on ignition or open the door. Engine will tun over with starter if fuel pump fuse is removed. Alarm is still activated with fuse removed.

History:
Car is a 1997 854R Black, Dash was flopping all over the place,dash pad mounts were all broken, heater core was leaking,defrost damper was not working. Instument cluster was loose also.
Removed dash pad and discovered PO had let a Gorilla work on the AC evap replacement. They did not know how to remove a 850 dash pad to say the least. All dash pad vent mounts were broken as well as all firewall mounts were broken completely off. Dash plastic was brittle to say the least. Dash was crumbling and had to be replaced. (too many years baking in the Miami sunshine). Replaced the heater core, Fixed defroster damper motor/flap plastic connecter. Swapped out instrument cluster with a 1995 turbo cluster unit due to broken top mount tab latches.

Sourced a good dash from a donor 1995 850. Beefed up the mounts with epoxy/fiberglass cloth to prevent future problems, swapped all of the dash wiring from my 850R dash into this donor dash as the main connector was different as was some of the wiring, so it had to be done.

Noticed that the donor dash had a Guard II transmitter, don't think my 850R had one but it did have the green 4 wire connector for it.
Left the transmitter in place, mistakenly plugged it in to the transmitter for first ignition on sequence. (IDIOT) Car would not start, so I then unplugged it with battery disconnected and it has remained unplugged since.

If I pull the fuel pump fuse (15A) the engine will turn over with the starter. As soon as I replace the fuel pump fuse the engine will not turn over at all. I always disconnect the battery before removing or replacing the fuse. I cannot get the key FOB to program by doing the ignition on 5 times program instruction.

Car has not run in at least 1.5 years due to the dash swapping out process and work...

I think that the Immobilizer has been/is activated.

Any ideas? I like this car allot and would like to get it back on the road again. plus I have a bunch of performance parts to add to it.

Just a WAG but did you try it with your old '97 cluster plugged in, just to see if it would start? My guess is those two clusters ('95 and '97) may not be compatible, but don't know for sure.

And i don't know what a guard II is; is that a aftermkt alarm?

If the alarm is triggered locking and unlocking the door should deactivate it. You may also want to try to pull the alarm relay under the dash or at least swap it out.

Those clusters swap fine. I also have seen people put S70 clusters in older 850's.

Thanks for the reply, I am going to try the old 97 cluster..there might be something wrong with the 95 cluster.

I don't know where I got the Guard II crap from? Some google search for reprogramming my key FOB.
I honestly don't remember my old dash board having a central locking transmitter next to the passenger door/glove box as my new junkyard dash has. My 850R wiring has the connector for it. green 4 pin connector with a yellow/violet striped wire, green/yellow striped wire, black wire and a red wire.

Thanks for the reply. I am going to try this also..I am working alone on this so when I hook up my battery my drivers door is already open and I jump in and insert key in ignition and try to start..alarm is instantly activated. Probably my sequence of events that triggers alarm.
I am older and used to old cars re OBDI, OBDII. I do however, have a nice OBDII scan tool as I have several European cars floating around here.

Car has been sitting for almost two years. But was running fine before and I had performed a stage"0" on it along with trans flush/PCV refurb. I should own stock in IPD/FCP/Waltrip Volvo with as much money as I have spent with them.

Thanks for the videos on you tube they have helped me out allot.

Thanks to all who replied to my post,

I got the engine to start by shooting some starting fluid into the intake and adding some fresh gas, unplugged the central locking transmitter that came with the old dash, reconnecting the battery, unlocked the doors with the key as rspi had advised and started it up.
95 instrument cluster does not register RPMs, engine temperature or fuel level. ABS light is lit? Fuses look good. Going to swap back in old original 97 cluster and see if anything changes. Never had an ABS problem before.

UPDATE: Swapped 97 cluster back in and everything works as before. A BIG THANK YOU TO gdog and rspi for their help in solving this problem. Guess the 95 cluster was bad...ebay part.

Yeah, it was not intentional, layoff, new job 100 miles away..blah,blah.
I don't seem to have as much time to work on my projects doing a 200 mile drive each day.

Yes,
It can be exciting. the job is what caused me to quit driving the car the 200 miles a day. I like this car allot and it is a great car for the coastal Hwy. 17 trek from Myrtle Beach to Charleston each day..except that I have to be at work at 0500 Mon-Sat. Small animals (Racoons) and large animals (Deer) love to be in the road at this time. I had hit two Raccons that had destroyed the 850R lower airguides twice, foglamps, busted radiator, destroyed front lower bumper. Got bumper fixed and painted and hit a large black cat at 70MPH two weeks later...not to mention the deer population that I have had several near misses with. Started driving my old 95 940 wagon, gave that to my son as his first car (Things a Tank). Then started driving my old 93 Toyota truck and parked the Volvo as I deemed it just too risky. Had a good run of almost two years until in June I had a deer run out in front of it and damage it pretty good.
I might drive the 850R to work from now on, but only a couple of times a month...
Seeing what damage a Racoon and cat did to it I can't imagine a deer strike.
