Default Fuel Leak

I have been smelling fumes inside my cabin whenever I drive my 850 turbo with a heavy pedal. The feedback online shows this to be a common issue with our cars so I decided to check for broken lines and such. I found a large rip on this rubber tube that attaches to the radiator and feeds into the header. Does anyone know the name of this hose? Is it just for air induction?

I also wanted to check the fuel rail for leakage and found several areas of concern. I did not see any fuel leaking from around the fuel rail when I cranked the motor on at a cold start, but this tube that runs in between the plug wires was very loose and could be removed without even loosening the clamp that is supposed to secure it in place. There was also dark fluid pooled around it that you can see in the photo. I could not tell if it was fuel by the smell..looked more like oil. The wires that run across the fuel rail were covered in gunk possibly from fuel seepage buildup..

On the right side of the fuel rail there was this purge valve that did not have a cap or anything to secure it. Is this just a pressure release?

I went to change my oil and with the car on ramps I found fuel had been running down the bottom of my oil pan onto the ground. I am going to have my mechanic fix it because I dont trust myself around fuel but it would be good to know what's what in reference to the ruptured tubing. Thanks
