Default Just Some Questions

Took my car for state inspection today and I decide to and asked if it was a good idea to check and if need replace the PCV. The service guy said there was no need and ramble on about don't throw money into such an old car and all that. Asked the parts guy there later when I was waiting in the waiting room and he said there's no need to replace it unless it's broken like crack open kind of broken. Should I replace it anyway? Car already has 218791 miles on it. The car did have some major leaking of oil, but recently since October it has barely form a droplet of oil under the RMS area. Kind of odd but not sure it's related.

Other question, do I need to bleed the brakes if I'm replacing the pads? I don't get how air would get in there without opening the lines or replacing the caliper. I found some online debating on it and just wasn't sure.

Please search for that. There is so much information about PCVs, there's even a thread like right below this one. Read read read first.
