Default Losing boost W/O boost leak

Does anyone know anything about losing boost without a boost leak? I'm guessing it's something electronic. The car is running great but I'm barely getting 7 pounds of boost when I should be getting about 16. It has a boost controller but I don't not believe that has to do with the problem. Also recently had a boost leak from the idle air sensor but is fixed. Any help would be greatly appreciated!

The ECU might be in limp mode. A scan tool should be able to clear it.

When you say you have a boost controller do you mean you have an aftermarket boost controller installed or are you refering to the OEM boost controller?
If OEM you should not be hitting 16psi. 10.5psi is max for an R and 9.6 for a non-R.

If aftermarket and its set to 16psi there are two things that can cause it. One, the controller is opening up at 7psi. Two, you have a boost leak and are in denial.

When the turbo spins its going to produce boost. The only way to stop it is slow the turbo or bleed off the boost(aka-leak).
