I'd start with a dealer - if you provide the VIN and proof of title, they should be able to cut you a new key. Not sure if the FOB is as easy to replace but this way you don't have to replace the ignition, door and trunk tumblers.

Any idea what that will cost?

I've seen quotes in the $75 range. Volvo didn't go to smart keys with chips until '99 so the dealer uses the VIN to laser cut a new key - it may require a couple days if the dealer has to send to a regional shop. You can then take that key to any locksmith to make your duplicates but the dealer may give you two keys. Replacement fobs go for about the same price but I'm not sure of the programming process. Should be an easy call.

Very few dealers can cut a new key based on the key code associated with the VIN. But they can all order one pre-cut. Either way would be your best option.

I've needed keys for multiple cars in the past few years. According to 3 dealers I've dealt with, all keys (at least for the west coast) come from a Volvo facility of some sort in Los Angeles.

Show proof of ownership, provide a VIN, pay $65, wait 3-5 days, and hope nobody who owned the car before has ever changed the locks.

Also, just so you know, there is a "valet" key. If you're only getting one key, don't get that one.

I walked into my local Volvo dealer in Sacramento and given them my VIN. Walked out with a new cut key.
