Default Need some troubleshooting help

On my 95 850 Turbo 160k pretty much all has been replaced. The issue I am having is on startup it runs loud at 3k rpms for about 30 seconds then goes to 1200 rpms. While driving it is at 1500 rpms and at a stoplight 800 rpms. Last week I had new NGK plug wires, new plugs and new distibutor cap installed hoping to fix the problem. Still no. No check engine light. Any idea what may be going on? Thanks.

After the car warms up the idle is normal, 700-800 rpms?

Aftermidnight: You said you "all was replaced" -- what does that mean in terms of Stage 0? You said no CEL: did you try to actually pull any codes? Rspi is alluding to your IAC (Idle Air Control Valve). I would add this as well How to Use and Interpret a Vacuum Gauge

It is probably your idle control valve or your MAF. Next time you start it cold, take a screw driver and pop the idle control valve with the handle and see if it drops in line.

Default RPM changes.

Lacking a code reader, you can check the Maf by disconnecting it electrically. This puts the motor in Limp Mode. If vehicle Idles OK in limp mode, you have MAF. problem. You can try some MAF cleaner spray; however, this did not fix mine. Got a new borch on e-bay. All works fine now.
