As to chips, there are chips out, but chips typically work better when you got a car w/ forced induction. You'll get gains from a chip, but it won't be significant (Maybe 20-30hp max)

I will tell you know NA's have basically no performance mods on the market for them. Also getting then anywhere near what turbocharged Volvo is will take a lot and I mean a lot of money.
You have some options.
1. 2.25" catback system with a Flowmaster style muffler. Meaning a muffler with baffles in it. NA's like back pressure and you wont get that with lets say a Magnaflow muffler, which is a straight through design muffler. So you want back pressure so go with a muffler that has baffles. Also go no more then 2.5" piping for the catback system.
2. Custom CAI and or just put a K&N panel filter in your stock airbox. The OEM setup is very effiecent.
3. QBM's (QuickBrickMotorSports) Cam Timing Wheel. This will let you play with the Cam settings.
4. ECU upgrade. This will not net you anywhere near 30 Hp. Not even 20 Hp. 10-15 Hp at the most.
With these mods you may get into that 1/4 time bracket. But I can't say you will for sure.

But honestly, CAI really don't give you anything significant, and a catback system won't give you much either except for a better sounding exhaust.
They claim 10-15hp for the CAI but I severely doubt that. It's more like 2-3, and for 100+ bucks, it's not worth it imo.
And the exhaust doesn't add much power either especially since he's completely stock...It definetely helps in conjunction with other mods though.

And we don't have headers. We have an Intake manifold and and exhaust manifold. And there is one or two places that do make better ones for us, but are over seas and are very exspensive.

Performance chips will get your vehicle a lot of tire-turning torque, better fuel economy, and more load-hauling horsepower. It is nice to have a volvo performance chip for engine efficiency, you will be able to custom-tune your vehicle and you'll experience faster off-line acceleration.
