Default Not your run of the mill Antenna question

I have done some searching and see posts where the antenna runs doesn't run, replace etc. I have gone beyond that. I found that the motor will run when power is applied directly to the motor. But there is a PCB (printed circuit board) with the relay on it mounted to the antenna. In applying power to it there is no engagement, so the PCB or one of the components failed on it...It looks like J1 (jumper 1) has been burned, or is missing...does anyone have any experience with this? Is this jumper not needed?

Ok, it is not the jumper, I have a shorted transistor. So, I will be looking for a replacement transistor tomorrow...I will update this post after I get the transistor replaced...
