I just found an 850 GLT from 1995, for 3k, supposedly the car is in good condition but im not sure i want a GLT, i mean 3k is a good price but i prefer to wait for a T5
FYI, GLT's didn't even have turbo's until 1997; T5 is what you'll want to look at if you're interested in going fast.

Since the car is E-code, you'll want to work w/ a company that can provide an E-code chip. Upsolute has distributors all over the world and I'm sure they can get you what you need. They are also reasonably priced. IPD is going to send you a US Spec map (it won't work right). RICA I know will provide an E-code map. I know a couple people that can get you RICA if you want. It's the same price as IPD, but remaps are very cheap. Once you approach the price range of such chips as IPD and RICA, a piggyback ECU such as Civinco is the better option assuming you know enough to tune it yourself.

I never said that GLT's had turbos >_> but yeah, i prefer to wait for a T5, and no i do not know how to tune it up myself
