On the 850's, it's installed under the battery tray. There's a small hose (apx. 1 inch in diameter) connected to the front of the airbox that runs down to the pump.
If you're looking at a different Volvo, I'd guess the setup is the same so look for the hose coming off the airbox and follow it around.

Nope. The air pump forces air through the exhaust when the engine is cold in order to improve the heat-up time of the catalytic converter. My understanding is that it's mostly an emmisions improvement bit. FYI - when the air pump system fails, it throws a P0410 error via ODBII and will cause cars to fail emmisions testing.
It is designed to run without the key in the ignition. If you need it to run non-stop, I'm sure you've be able to rewire it with little effort.
But that makes me ask; if you're doing a hot rod project, why do you need an air pump that only exists to improves emmisions?
