I assume you are talking about the Strut cap/Spring seat. Where the 3 screws come through the strut tower?
Here is the easiest way to test if the strut cap is good or bad.
Take a 13/16 Wrench or socket and see if you can turn the strut nut. If it turns it is bad. If it doesn't turn and feels rubbery it is good.

what IM saying is the bushing dont sit on the strut tower.its like an inch away from the strut tower. follow?i never seen a setup like this and i dont know if its normal. it sure dont look right.but u never know.
on both sides its the same....thats the only reason why I didnt look real real hard at it yet.

this could be why the steering wobbles slightly.hmmmmm

lock this thread and burn it w/prejudice
what I found is...That big bushing looking item is more like a washer..it pushes a small cylinder "1 inch"down on top of the actual bushing.
so it loooks like your seeing a bushing floating 1 inch above the bushing, but its not...
if anyone ever looks at their strut after reading this....they will know why I asked.
but like I said............sorry...burn the thread
I just glanced at my tower and I know it didnt look "right to me" it does have an optical illusion effect from the side.
