Turbo cleaning
Look to see if you can find Wynns turbo cleaner (popular with the diesel crowd). I did see a post on a VW/Audi board suggesting "Mr Muscle" aka oven cleaner (try searching for "mr. muscle turbo clean". The post suggested scraping off what you can with a razor or wire brush then trying the cleaners to see if you can soak off the coking.
There are two reasons that looks the way it does.
1. Turbo oil seal is shot
2. Engine was passing oil through the exhaust.
Since you dont know if it is or is not the turbo oil seal you should consider rebuilding it. That will give you piece of mind. Once apart you can bead blast that to look brand new. Some have used diesel fuel to remove gunk. You will need to clean out the oil ring groove. When doing this you need to take the up most care as to not scrape or damage the surface it rides in as well as well as the surface in the CHRA. When done it should be a great turbo.

Where to get a rebuild kit? I know they're all over the internet, and eBay, but I'm not sure about the quality of something that's being drop-shipped from China. I suppose everything is made in China these days though.
Also, I've looked at a few websites that mentioned caution with regard to marking orientation to maintain balance of the assembly when re-installed. And I've seen mention of some turbos having reverse threads.
I've never had a turbo apart, so any input is appreciated.

There are two kits. OEM Mistubishi and China. China costs less. You can get either on ebay or other sites. Obviously quality is a factor so nobody can make the decision for you. Both will work.
Mark the shaft, compressor wheel and bolt. Dissemble and rebuild then reassemble matching your marks back up.
