Turbo Idle Control Valve: I believe you are referring to the wastegate/boost control valve. It is there to prevent over-boosting by relieving excessive pressure.
EGR Valve: Exhaust Gas Recirculation. It allows some portions of the exhaust gas to get drawn into the intake side to lower the combustion temperature in order to reduce the amount of NOx. It also allows a little portion of unburned fuel to get another chance to get combusted. The latter purpose, however, seems to have disappeared from modern textbooks.
