turbo intercooler lines, are they to have oil in them?

Default turbo intercooler lines, are they to have oil in them?

As I have been researching the source of my smoking out the tailpipe issues, yesterday I took off the hoses from the turbo to the intercooler and from that to the throttle body.

I have oil in all of these lines. Is that not normal?

Here are my other results.
Cyclinder Compression Hot Leak down
#1 170 25%
#2 180 12%
#3 182 10%
#4 180 10%
#5 180 15%

Plugs don't have large carbon deposits and tips are not whitish (valve stem seal indication).

So as I inspect these hoses, all of them have a oil film that is fresh oil, not harden. Does that mean the seals in the turbo are leaking?

If so, would you rebuild yourself or have it rebuilt? I have heard and read about marking everything so that upon reassembly you have it back in the same position so it is still balanced.
