Default Turbo pressure too high

Hi, I have volvo 855 T5 2.3 (1995, manual, catalyz free), it is chipped. And i have one serious problem: turbo pressure is fluctuating. My car is chiiped for 0.9 bar, but turbo gives 1.2 bar, then service mode turns on, drops pressure to 0.4 bar, then it rises to 1.1 bar, servise mode turns on, drops to 0.5 bar and again and again (DTC code is 4-1-4 - turbo pressure too high).
previously it was chipped for 1.4 bar, but turbo made the same 1.2bar and thing with service mode also was. (It seems, that turbo makes the same 1.2 bar no matter how ECU is programmed).
Did anyone had same kind of problem? what can it be? how can i cope with that?

Are all the vacuum hoses good?
Are you running the OEM EBC or an aftermarket MBC?
