Default Volvo not ready for inspection?!?

Hi everyone!
I posted the other day regarding my friends 96 850. He had a problem with lights/blinkers/mirrors not working, ABS and Tracs lights on. We replaced ignition switch-electrical part, that took care of lights/blinkers/mirrors. Then we sent abs module to bba reman to have it rebuilt, we installed it back and all is good, no warning lights on the dash (except service remainder), everything works.
Now, since it's time for state inspection and my friend took the car for new inspection sticker-car was not ready. No CEL on, but car not ready. He was told to drive around little longer until it becomes ready. They said that it usually takes about 50-80 miles for the car to either become ready or to throw CEL on. None has happend, he put over 300 miles and it's still not ready. I have obd2 and it shows no codes in memory, no CEL on. This obd is also telling me that certain things were not tested yet ( o2, evap among those). What is causing this, has anyone experienced something similar?

Sorry to say but it is just the nature of the car. Sometimes it takes so long on Volvo's that some states have cut that portion of the test out due to it taking that long.

oh ok. So you dont think that there is anything wrong with it, just needs more time? He has untill the end of the month for inspection so not a biggy, he drives it on daily baisis anyway, just wondered if there was something wrong with it.

It just takes a really long time sometimes.

I seen a write up from a state inspector on iPd's website. Something about the ScanGuage providing information.
