Bought new C70....Cam oil leak?

I recently picked up a 2009 C70 T5 hard-top for a really good price ($1500) with 109,000. Always wanted one of these cause i thought the hard-top convertible was really cool and I am a volvo addict.
Anyway, went to service the timing belt because it hasn't been done and noticed there is oil on the timing cover. Not only that, but oil on the belt too. Not a ton but caked on and you can tell it has been leaking for a while. My immediate thought was PCV, but i did the glove test and have nice suction at the oil fill and the dipstick. Could this be the cam seal or VVT gears? I have read briefly about a o-ring that fails? Is that serviceable? I am a bit afraid to take the VVT gears off...but I noticed these might not be spring loaded...are they easier to work with?
What do you guys think I should do? I could just replace the belt and hope for the best...but i'd rather not have oil leaking on it. Any idea where it is coming from and what I can do ti fix? I am about 80% sure it is cam seal or VVT related.....but I don't know much about the P1 Volvos. Owned s60s and 850s in the past....and I never had a cam seal go on either keeping up with the PCV.

If you are going to service the belt, you should service the VVT and front cam seals - considering there's almost no incremental labor - the parts will add $200 to the job but that'll just get you all set for the next 100K.
The more I look at it....I don't think it is the cam seals. I just it is strictly coming from the gears. They are about $150 a piece. Is there any special process to putting new gears on? It looks to me like these are not the spring loaded ones but it is definitely dual vvt. I have a cam locking tool, my biggest concern is putting the new gears on correctly. Does anyone know how that works?
