Default 220v cable solid red at wall

After a power brown-out at the house yesterday, my 220v cable is showing solid red when plugged into the garage wall receptacle (not even into the car). I've unplugged it and plugged it back in -- even overnight -- to no avail. Is it dead completely?

The cable works fine using a 110v outlet -- it's just the 220v receptacle that's giving me solid red.

My Clipper Creek 240v charging station shows a solid red charging fault several times a month. The solution is to reset the circuit breaker at my electric panel.

Update on this. The dealer finally replaced the cable after 2 visits. Now it's working fine.
