All the electrical on the dash works but the car will not turn on. We tried the unlock and lock and no help.

 

Are you getting the immobilizer warning message?

Swapping in a new battery doesn't require any special procedures. It should just work. What caused you to buy a new battery in the first place? Maybe the problem was there before the swap.
