Default Car not starting

For the past few months my car (2000 S40- 97k) has periodically not been starting. It has been very random when it happens, and it was about a month since the last occurance. But last week it did it 3 days in a row, and then would not start for two days after. Ive done a little research and talked to a mechanic who had a a volvo, same make and model in his shop for the same thing. He thinks he is almost certain that it is something called a "transponder". Its in the steering column, and is like a switch that is engaged by the key. I'm just looking for a little more info on this, and any ideas or thoughts about my situation.

Sounds like a Tech question. But maybe to clarify, does the car turn over and not start or does it not even turn over and act like a dead battery? If it doesnt turn over I would start with a quick check of battery cables and be sure they are not corroded or loose. If it does turn over,Tech our Moderator should have a solution for you. BJ

I cant believe I left this part out! I posted the first one in a hurry.
It doesnt turn over, but everything comes on. It just clicks and nothing happens. Its definately not the battery or cables. And I think "transducer" is the term I meant before.

No on the transponder. If it was it the car would crank and not start or start for a second and shut off.
I would guess the starter. What you need to do is hook up a wire with a light bulb to the small wire on the starter. Then when it messes up again when you try to crank it make sure the light bulb is lit. If it is the starter is getting power but not working.
If not power then I would look at the PNP.
