Hard breaks while cold.

Hard breaks while cold.
Issue, when car is started and is cold the breaks are very hard even worst in reverse.
I recently replaced the old break fluid thinking it was the issue of the hard breaks while my vehicle warms up, it did not.
Any ideas?
I am assuming the break booster attached the the firewall, but have never worked on one before. Or maybe it is something else?

It is a 2001.
Ah… Is it a vacuum pump under the fuse box on the driver side?
I noticed a blown fuse, replaced it, and the fuse blew again. I went to a pull-yard and got another unit. I would hear it turn on for roughly a week before it did the same thing. Possibly electrical, or…?
The breaks operate fine once they are warm, but I do not want it to turn into a bigger issue.

Does the stop light switch just affect the lights?
I was having a hard time finding the hose with that number, do you recall what it looked like?
