My manual says that the fuse panel is located underneath to the left of the steering wheel...some one help me!! 2001 S40

 

Yes, it's to the left. Much closer to the left door actually. It's below and to the left of hood latch, close to where your left knee is while driving... It may be coverered by a small black piece which doubles as the spare fuseholder.
