Default Starting

I have read most of the threads regarding starter issues. My 2000 S40 is not starting correctly. Sometimes when the key is turned the lights come on but nothing happens. I will do this 1-3 times before it turns over. When it does turn over it, its not right away but makes that sound like its going to start but not right away? I hope that makes sense.

I called the dealership and the parts department said it may be the Fuel Injection Relay located in the fuse box in the cabin. Also, I checked the fuse box inside the car and can't find any thing labeled for fuel injection. Any thoughts on this starting issue or where I can find this relay? It would certainly be a much easier fix if its the relay and much cheaper.
