Timing belt replacement issue

Default Timing belt replacement issue

When replacing the belt i noticed the marks on the crank do not line up. I went to set it at TDC and the marks on the crank are to the right at about 3 oclock. Is the cylinder closest to the cam pulleys number 1 or 4. i checked it against both but same issue.

#1 is closest to the timing belt.
So if you line up the cam marks the crank marks are off?

Yep. It looks like the crank pulley was removed and put on wrong. I got the car for cheap from my neighbor that got a little impatient on waiting for me to help him replace the belt. He couldnt get the belt off so he cut it. When I line up the 3 marks on the crank pulley(2 witness marks and the line on the pulley mount) it is about mid stroke. When I put it to TDC its at 3 oclock. I am not sure on the year of the motor in the car. When I went to test fit the belt before the store closed it is about 3 inches to long. It is gates number t252 I tried 2 different belts the car is a 2000.
