Makes noise when I turn the wheel when car is on jacks. Also, when I’m driving and turn I get a bad tie rod end sounds but upon inspection the tie rods look to be fine

 

turning wheels on jacks will likely create some brake pad noises - my experience its difficult to hear a bad wheel bearing on a wheel with no load. Not sure what a bad tie rod sounds like - I suspect the sound is other thump makers like spring seat, sway bar end links/bushings, control arms. Best to inspect all rubber bits in the suspension and do some push/pull to see if you have any deflection. Also check the steering rack mounts etc.
