Default Windshield Wipers don't sit FLUSH (they rub)

Well basically my windshield wieprs (the recomended size of 21 and 20) are installed and I notice that they don't sit on the glass, but on top of the plastic part below the windshield. Is this a problem with the setting or location or installation of my wiper arm? Or is this due to the wiper blade? Is there a way to 're-set' or replace the wiper blades so that they're home position allows them to sit on the windshield ONLY and sit FLUSH?

On a side note, I notice when using the wipers, the driver side doesn't wipe all the way to my left, or it leaves a significant portion of it unwiped. I swear most of the cars i've driven have that winshield arm move a little more until the wiper is sitting perpendicular to to the bottom of the windshield, I swear it only moves up maybe 80 degrees not the entire 90 or more that I'd expect? Is this normal or is this somethign I can fix?

Maybe an adjustment of the arm will help.
I have seen some like that but I think the arm might be bent.

what do you suggest then? Replace the wiper arm with a new one? Or try to bend the arm back? because if that's the case, I can sort of see the arm being bent in the wrong direction, but how would I go about doing that without causing damage? A new arm or used arm even would come at a pretty penny I would think.

You can try bending it some.
Take it off and try bending it some towards the windsheild.

I have this same problem on my '95 850. I've tried bending the arm, but now the arm will not seat properly on the bolt shaft, so in essence it wont wipe at all. It is as if the arm itself is stripped. It looks as is if the bolt shaft is flanged to seat into the hole in the arm. And there are some washer/loc washr maybe missing. Any thoughts...?
