How should I fix a gap between bottom for headlight and bumper?

If I were OCD I'd say that the hood is a smidge off on the opposite side. The prev owner stated that he hit a parking lot tire bumper/stop and had to get the radiator replaced.

now I'm deal with a crap-ton of electrical: one day the wife drives it and the engine starts shuttering - REPAIRED: the #5 igniter and found a loose connector on the power steering overflow. Then SHE goes to get gas and somehow when pushing in the gas door opener on the headlight panel she pushes in the headlight ****.... FROM THAT my left fog lights goes out AND now a battery idiot light appears, with a message. With that, the other idiot lights start opooing and the power goes down. Does the car hate this friggin NE cold weather or just females. I'M STARTING A NEW THREAD...UGH. THANKS Y'ALL.
