low beam failure on dash

low beam failure on dash
I just bought my first Volvo last week. 2005 s60 2.5t AWD.
This is a very nice car with 183,000 mi.
The only problem is the dash says "Low Beam Failure".
The lights are working perfectly. I have read about the 35w light bulbs causing the low beam message but I just checked the bulbs and they are both are H11 55w. Crazy. I even disconnected the battery for 15min and reconnected it. The message returned.
Engine fuses #17/18 for the Left and Right low beams are not blown.
Any thoughts as to what is happening?
I really don't want to do the "drill fix" in the fuse box that I've seen on YouTube if I don't need to.
Do I need a OBD2 scanner and then clear the error?

getting somewhere with false low beam failure
It appears that in the 2005 s60 there is a low beam and a second little parking light in the low beam compartment.
When the light switch is in the second position(middle) the driver low beam is off and the parking light is on. The passenger side has both low beam and parking light on.
In the 12:00 position all the lights are working, low and high and parking.
Should the low beam be on, on the passenger side in the middle light postion?

only the little parking light in the low beam compartment should be on.
the passenger low beam comes on.
so there must be a wiring problem. Ill look tomorrow to see if the low beam is shorted to the parking light somehow.
