Power steering goes "UHHHHH"

Power steering goes "UHHHHH"
Like the heading says---My power steering goes UHHHHHH every time I turn the steering wheel to the right or left.. I also notice a vibration in the brake pedal when the noise happens... The fluid is at the proper level.. Anybody have an Idea as to what is wrong??..... Thanks
