Default question for Tech, unless someone else knows, turning noises

So i test drove a 02 s60 t5 with 60k miles on it, it was beautiful. Only thing was when i turned the wheel it made like a noise, lik rubber on rubber, or rubber against something, deffinately not grinding, and it wasnt just when i turned the wheel the entire way, it was turning the wheel regularly, it was very odd..... and suggestions, or advice??

A larger size tires may cause rubbing... Verify that the tires are not rubbing on the inside fender well or rubbing on the mud flap when you turn the wheel. You can check this buy turning the wheel L or R and then looking inside the fender well for the approximate clearance.

It could also be a bad upper spring seat as well.
I assume since it is a T5 then it has 17's which are known to rub.

Was the noise inside or out?
Out: Real low tires will sound like that.
In: The steering columns on some Volvos make noise when they are cold.
