Default s60 wont start spins to slow

I've got a 2001 s60 2.4t. It wont start, seems like its spining over to slow. The battery is charged. The only code that came up is P0342 camshaft postioning sensor low volt. The plugs are fireing its gettin fuel but now it only has 30 lbs of compression on the cylinders. I tried to change the starter to see if that was no allowin it to spin fast enough to start but no dice.

Is it possible that I could have jumped timing and now some of my valves are open during the compression stroke? How can I tell?

I drove home from work fine didn't notice anything wrong, parked it, and now it wont start and seems weak.

I would love some help.

30 PSI is way to low.
How long did it sit before trying to start it again?
Did it run hot?

Anything else weird before it would not start?

It might have jumped time.
