My daughter has my 2004 s60 now and the headlites wont turn up when needing hi beams.The ballasts were replaced a couple years ago at the dealer.
She is a nursing student now so money is an issue and she just cant go to the dealer with an open wallet.The Volvo now has about 210,000 miles .I did a search but didnt see anything exactly related, but afterall,I AM a senior-lol-just ask the girls in the supermarket when I cant find my brand of coffee and its right in front of me!

Did you check the fuses? (there should be two) also did you check the bulbs? After that it gets harder - ie relays?, ballasts, connectors, CEM (central electronic module) and stalk switch may need to be checked... Do you have HIDs (Xenon) or regular halogens?

 

I should have mentioned- it has HID's
