HI
we have a older Volvo S70 1998,

if I pull on the release to lift the hood, it will only free one of the 2 hooks; the other hook will still be closed.

the only way I can free the hood is: the driver to pull the release, then another person to start lifting the hood, applying a bit of force up; the free side will rise a bit, then the driver pulling a second time on the release and then it will pup up the second hook...so it will only pup if there is a tiny bit of pulling force on that hook

How to fix this Please ? how to adjust those retainers ? if I look at them while the hood is up and play with the release, they seems to work just fine. I would try to adjust it but I don't want to make the problem worst.

also it's winter here, we have snow and ice... but it seems this is not the problem.

what do you think ?

On my 960, at the bottom of the mechanisms is a slot to put a screwdriver in to adjust. Just a little bit is needed, if it's too loose afterwards, try turning the other way.
