Default Tailgate question

I originally posted this erroneously in the general forum section

Good morning - I am the proud new owner of a 2007 Volvo V70 turbo wagon. I noticed when the tailgate is open that in the vicinity of the latch (under the rear wiper) there is a round hole that is uncovered (approximately an inch and a half in diameter) . It seams to me there should be some kind of rubber plug that fits into this hole but I'm not sure.

Does anyone know if this is a rubber plug I am missing and if so what this part is called or where can I get a replacement.

After I posted this I went to the volvo dealership and asked them what the hole was for since it doesn't appear normal. At first glance they thought a locking cylinder might be missing. They ordered me a rubber plug that they think will be a fix ($1.50).

When talking to the gentlemen in the parts department he asked if I had the 3rd row seat and when I said yes to this question - it sounded like this was the reason the locking cylinder was not used???

I was told the rubber plug would take 2-3 weeks to arrive. Hopefully this will fix the issue. I will respond once the part arrives to let you know if it fits.

In the mean-time if anyone has any suggestions please let me know.
