Underpowered after starting cold engine
1999 S70 GLT

When first starting the car on a cold engine, there is very low power. Even with full throttle, the car will not rev up or go over 10-15 mph within the first 20 seconds or so of starting the vehicle. The problem does not occur if the engine is already warm when starting the vehicle.
Is there some kind of leak that would cause this?
