What is this tube behind the right rear wheel?

What is this tube behind the right rear wheel?
Had a tire rip all the way around the wheel while on the freeway. The rubber from the tire, scrapped away the material of a tube behind it, about half way through the tube. Looks like the tube is related to the fuel filler pipe, but not sure exactly what it is. 1998 s70
What is this tube? Is it safe to drive to the repair shop? Or do I need to tow it?
