So recently my driver side xenon changed from bright blue to dark purple and then after a day or two of this I got the low beam warning message.

I have searched the forums and noticed that tech mentioned that the ballasts go before the bulbs do and wanted to know if it was the bulb or ballast before I went ahead and got the parts.

Also, I think I know the answer, but do you have to remove the light (and the front bumper cover) to change this bulb?

If stock, I don't think you need to remove and front bumper panels. If aftermarket you should be able to reach down in the engine bay to remove the bulb and or ballast.
