2001 S80 temperature issue

2001 S80 temperature issue
Got in car this weekend, 90+ degrees outside. Outside temp read 34 degrees. I noticed it after the air was not blowing out the vents as it should. I could hear the blower but most seemed to come out of the dash vents.
Manual modes did not seem to help much. The air coming out was not very cold either. After about 10 minutes, it was cold. We stopped for a little while. When we started the car again, the temp read normal and the A/C performed as expected.
Today I get in and it is back to reading 34 degrees. Could the outside temp sensor be causing all of this? I don't care if it is accurate or not, but if it is messing up the A/C, that is different.
Any help or suggestions is appreciated.
