Question High Beams Not Working

I just bought this car, and discovered that neither high beam works. Factory HID, low beams work fine. Blue indicator lights at dash. I measured 12V at the corresponding fuses (both legs), but no voltage at the either of the bulb connectors. Bulbs are OK, at least the passenger side is, the driver side will not turn from socket in lamp, so I could not yet remove it. If anybody has seen this problem, I'd appreciate an idea where to check next.

I've been enjoying reading and searching the forums for some time, and this is my first post.

You have to have the light switch to the on position for them to work since your lights come on automatically when you turn key on.

Rasta, thanks for your reply, however the light switch is always on. I have the VADIS wiring diagram, and although it seems incorrect, referencing the wrong fuse numbers, I now know to check for voltage at the main headlamp connectors. I suspect something with the headlamps because there is water in them. I am planning to remove both, clean and dry, then replace the gaskets with silicone paste.
