Default " power steering service required" bad sensor ? Relay? or connection?

I have a 1999 s80 t6 with variable speed assist power steering.
My steering is hard... I had the rack and pinion rebuilt (it was leaking) after that the steering started getting hard but no messages on the dashboard. I changed the pump but no change on performance.
I was told it could be the Sensor on the rack and pinion or a relay / control unit by the gas pedal (part # 8690281 ). Can anyone help find out what is wrong with this steering and how to test both parts?? Thanks

Hi Jaime

You need to change the lower steering column joint. This is the problem. As it wears it starts to bind. This part is made of aluminum.
