I was trying to get my timing cover back on and the timing cover protector came loose and fell out. It is a tan piece that just clips somewhere, but I can't figure out where.

Does anyone know where this clips to and the orientation?

Do I have to remove the harmonic balancer or any belts to get it back in?

Never mind. I got it in. Did not have to remove the harmonic balancer. It is next to it.
