Default 2001 v70 bulb replacement

Driver side inner bulb unscrewed cap, bulb was blown and fused together(inside the glass)
replaced with new-nothing- checked leads no power.
is there a fuse? do those wires come from the passenger side? would the wires burn up somewhere?

It would help if you were more specific. I'll make the assumptions you are talking the high beam bulb. right? The head light switch can determine if the high beams even work. In one setting, the allow you to only "flash" the highs, but they won't stay. Another setting allows them to stay on. I'd suggest you start there.
