Fan comes on when car is off

02 base v70 interior fan comes on when car is shut off. Is this a climate control feature and is it supposed to happend?

It is normal. The fan comes on for a bit to help dry out the a/c evaporator coil. This eliminates the accumalation of mositure in the core.
