Headlights won't turn off

Default Headlights won't turn off
(of course, battery is now dead). when using right turn signal, high beam lights turn on. what caused this? Also cooling fan used to run when engine shut off - no longer runs. How costly are these repairs?

If I get the car a jump start, is there anyway I can turn the headlights off before I get it repaired? If I shut the car off, the headlights remain on.
