help needed!!! I am about to burn the car
I just got done with replacing some burned valves and new head gasket and everything that goes along with this. I locked the engine set the cams to the right position locked them in place. I am having trouble with the belt install. I have the mechanical tensioner on this car. I have done the procedure for setting it by turning it counterclockwise the clockwise according to the temperature chart and locked it in place. It still feels very loose and the tensioner is almost new. When I start turning the engine over its very tought to do and only the Intake cam stars turning first. I believe it is because of the slack on the belt. I cant seem to get this step correct. Should the intake cam and exhaust cam turn at the same time in unisom? I looked everywhere but the only info i get is the install with a hydrolic belt tensioner which mine does not have. Can anyone point me to the right direction or any dyis on install with the mechanicall tensioner or what i am doing wrong? The car is a 1998 volvo v70 wagon awd 2.4l turbo. I have spent hours trying different things and no luck its driving me crazy i need the car and its sitting in my garage all over a belt install. Your help is greatly appreciated 

Well overall if the motor turns over fine then you should be good. If you press on the top between the pulleys the tensioner will slacken some.
Did you lube the cams good before closing everything up?
Did you torque the cam cover to the proper specs?

Did you rotate the tensioner counterclockwise until the pointer hit the "stop" to the right of the central notch then rotate clockwise to the temp setting? If I remember right when I did our 01V70 I had to rotate it one or two revolutions before it hit the stop. The first time I set it it was way too lose and having done one of the hydraulic tensioner before I knew it wasn't enough tension and looked closer at the manual.
I didnt torque the valve cover I just installed it and tightened it. I just realized that this cover also acts as the cams guide. So i guess it needs to be properly and evenly torqued. Can anyone point me to the torque settings and tightening sequence? You guys have been a great help on this project thanks again for the input and knowledge.
If my memory serves me correct the torque spec is 15 ftlbs.
I go from the center and work out. But since you have the sealer sealed already work in small sections. Back off some of them and then torque to proper specs. Hopefully there will be no leaks.
