These odd looking hose clamps on the car, can they be reused? How are they removed? Can one buy a kit or some such with a bunch of assorted sizes of these clamps. Strangest looking hose clamps I've come across.

The ones that attach the hoses to the Air pump, air box and the SAS valve connections for right now.

 

They are throw away clamps. You crimp them on new.
Break them to remove them.
