Default noise from front end when braking

hello, i would appreciate any help, i have a 98 volvo v70 turbo wagon. it is making a rumbling? clunking? noise when i slow to brake. i hear the noise inside the car ( it sounds pretty loud) and it seems localized on the right passenger side floor board, wheel well area. My husband replaced the front and rear brakes and rotors thinking that this was a break issue. well the noise is still there. Any body out there have any ideas? I drove the car up and down the street with my husband on the side of the road to see if the noise is audible outside, you could barely hear it, and it was very difficult to place the noise to a particular area.
