Default Stiff steering

My 2000 Turbo V70 has intermittent stiff steering. Most of the time very stiff - sometimes not. Reservior has fluid and no obvious leaks from rack.

Shop suggested it could be lower steering shaft joint.

Does this make sense?

How do you replace this joint? Can it just be lubed?

Thanks.

You can try lubing it. Look at it and see if it looks rusty.

You would have to drop the back half of the subframe to change it out.
